Try removing cables feom battery to starter relay(solenoid) and, also the cable from relay to starter motor too. clean all connections with wire brush till good and clean. this includes the post on the starter motor itself. reconnect and make sure the cable nuts are resonably tight.Most times i get 18 horse briggs engines thru here with similar problems but, usually i have to pull starter motor apart and clean communtator in motor. but, you say you replaced starter short time ago. also, take out spark plugs and see if you can turn engine easily by hand and that the mower belt is not engaged or dragging. good luck.
