Look at the carb, if theres 2 hoses going to it, then its fuel pump type carb. one should be from fuel tank, the other one goes to engine crankcase. i never heard of 19.5 briggs not having fuel pump. the pump is where the hoses lead to. you remove the 3 small bolts on square pump housing to disassemble pump components. BUT!! be very careful because theres 2 very small springs under the cover and rubber diaphgram and they like to jump out and can be hard to find. so, remove cover slowly and watch for the springs. or, remove whole carb/pump assembly and work on a bench. good luck.
