If fuel tank has a bottom outlet(gravity feed) & gas level in tank higher than any point in fuel line it should feed to filter & carb unless line restricted or kinked,IF tank outlet exits from top of tank & eng a briggs twin,this is a syphon feed system,eng has to have a fuel pump for same to work regardless of ups & downs of fuel line,on twins & some 1 cyl briggs pump is built into carb body & usually serviced by itself,pump diaphram not included in carb rebuild kit.
