usually what i do is, if its quiet around area your working, i turn key to on position (not start position) and back to off several times while listening for a click from valve as key is turned on and off. or, block fuel off going to carb, remove the witr connector to valve, remove the valve, then re-attaching the wire and watch the plunger needle as you turn key off and on several times. when key is turned on, the plunger needle should drop downward into valve body i bit. then, when key is shut off, the plunger needle pops back up. if it dosent do either, check connector wires for voltage when key is turned on before replacing the valve. good luck.
