When you replaced key did you check keyways in crank & flywheel?key should be tight in each,if either worn & key a loose or sloppy in one or both this will cause ign timing to change if flywheel moves on crankshaft on compression stroke,this will adv or retard timing depending on which way flywheel moves relative to crank,loctite will not cure this problem,both keyways must be a perfect,tight lineup with no slop to either side of lineup,1-3 deg out on timing will make a difference weather eng runs or not,also I'm assuming you still have spark.I'm not familiar with the 4000 series tractors-What make & mod eng are we dealing with?
