It's true you only have 2 set screws & shaft key holding pulley,I have 2 charger 12's & a c120 all with manual pto,have never had a problem with any of them moving pulley,the real secret is setting air gap on clutch plate/bell assembly per instructions on detent tag or clutch bell,this setting serves as a preload as to how much pressure is applied by fork arm against clutch bell & lining,if you are having a problem with clutch slipping & not holding load & arm pressure excessive in detent,then either clutch plate/lining glazed,warped,worn & riding on rivets or bell face warped,scored or bad bearings in same,another posibbility,driven load has high mech drag caused by bad bearings,belt mis-alignment etc.
