White smoke on restart may be a sign of coolant getting into the cylinder(s). I hope not. Maybe a test is to remove the spark plugs after a stall to check for wetness.
You say that you need to go into “choke” mode when restarting. This tells me it is not flooding but needs a richer mixture. My H4514, after a cold start needs to idle for a minute before engaging the blades or the engine will bog. This is caused by the lean running of a cold engine without the choke. Honda made these carbs with no fuel adjustment for the main jet. They only recommend changing the jet at high altitudes to lean up the mixture. At sea level where I am, it runs a little lean.
Yes a clogged exhaust will also cause problems. Do you have the optional spark arrestor that requires periodic cleaning? (Good point Gus)
