Sounds like the bendix is sticking. Pretty simple repair to remove the starter and, once on the bench remove the bendix and clean it up. Had an old simplicity I used to have to swat the starter with a hammer to get it to go. Got tired of it and fixed it, never had any more problems with it afterwards.
