18HP MTD Riding Mower won't start. Help!

I have replaced the battery and solenoid of my MTD riding mower and the starter turns to slow to turn the engine over. Is the starter bad? Is there a way to bypass all of the safety switches to verify that the starter is bad? The oil level is up and the battery is fully charged. Please help.
