1988 John Deere 318 runs erratic!

From start up to approx. the first 10-15 minutes of having the engine running, the governor flies in and out causing the engine to run erratic. I checked the return spring on the arm and it appears to have plenty of tension. This happened to me one other time and the problem stemmed from the welsh plug on the front carb falling out. I replaced it and it ran fine. However, that's not the case now. It seems to run fine after the engine is good and hot. Any suggestions would be greatly appreciated.
