Can't be of much help here, every tractor is different.
What does the other end (unbroken end) connect to? My initial guss is, it controls the PTO, but there is a possibility that the cable controls the drive (in which case, you have found you problem.) I have seen one tractor that used a cable to control the hydrostatic manual override (which also had a spring on the end.)
Where does the cable "look" like it connected (near the hydrostatic, or closer to teh engine?)
