Remove the ball joints from the steering lever
Access the cover for the top of the pivot pin and remove.
Remove the set screw in the lever arm
You can screw a bolt into the pivot pin and pull the pin up
Move the steering arm from under the bushing.
Move the bushing uo in it's hole (very difficult 6 foot pry bar and an impact hammer) It would be possible to break the casting the bushing is in.
With the bushing raised about 1 inch you can remove the steering lever
