Yes, the Nebraska tests do measure real drawbar pulling HP if that applies. They test most tractors even today. They started testing in the 1920's to weed out manufacturers that were stretching the truth. They just continued testing for years. Normally the pulling HP is a little less than the PTO HP by a few %points. Most of today tractors rate there tractors by PTO HP.
