If your bolt holes are in good alignment with
the broken left over bolt ends, you can weld
a nut smaller than the bolt hole so you can get
a socket on it throught the hole. Weld a nut to
the broken stud through the middle of the nut,
wait untill the weld has cooled but not totally
cold, use a socket and twist it out. I usually
twist them out after the red hot is gone but
still very hot to the touch. The bolt is free
to turn at this point. I use a Hobart 6013 rod,
they seem to hold very good.
