Start with the battery cables, where they fasten
to the engine. 1.Starter, 2. block where the
groung fastens. The lights could turn on but
still not have good enough connection for the
starter to work. The starter could be bad if
the mower was left outside. Also check to see
if your getting current from the switch to the
starter when you turn the key to start.
