That sounds like a mechanical fuel pump. The
push rod your talking about most of the time
will pull out with the pump off. The internal
end of the push rod works on a cam. As the
engine turns the cam rotates and the push rod
goes in and out, the exposed push rod end fits
on a plunger on the fuel pump. The rod pushes
on the plunger causing the pump to operate.
The rod wont move by just turning on the switch,
the engine has to rotate. The rod may not move
at all with the pump off, the pump has a spring
loaded diaphram that pushes and holds the push
rod next to the cam. The pump would be bad not
the push rod in most cases.
