I think this was covered before. Clean the petal shaft and linkage well, even to a point of using a slight solvent solution to get rid of old grease. Then oil/grease lightly and try again. Usually it is external rather than internal from what I have heard. There also is a spring adjustment on some tractors to help balance this out.
