You should verify the engine temp with a ifr thermostat. Like you suggested- maybe you're not over heating and just have a gauge giving a false reading. To check if you have coolant flow through the radiator (i.e. if the waterpump is working) a standard rule is the temp drop from the inlet side of the radiator to the outlet should be within 15*. No drop indicates a bad pump and a higher drop indicates a plugged radiator. Like Sam said, if you have a surge tank you won't be able to see any coolant flow. Without a surge tank you will see coolant flow- only when the t-stat opens.
