Finally got to the root of the issue here. Engine acted like it was starving for fuel unless above 1900 rpm. Replaced both fuel filters (when tractor is out of warranty that will be the first item retrofitted to a more convenient set-up- whomever designed that set-up is vocationaly challenged) and still had the same problem after air was bled from system.
When the tractor is turned off by the key there is a short pause, then a loud click can be heard- the shut off solenoid resetting. I noticed this click is now absent. Found the lever on the pump the solenoid resets to was slightly bound up, when slight pressure with a fingertip was appllied I got the click. Gave the linkage a dose of wd40, worked it a bit and all is well. Binding fuel shut off lever on the pump was starving it for fuel. Used the machine alot this winter- as I'm sure many of you did- for snow clearing.
I kept it greased but forgot my "oil can" maint.
