Are you strictly saying below 1/2 based on gage reading when air gets in? if so is gage reading real? or is the fuel level really lower and sucking air into line from tank when sloshing around too close to fuel outlet level on rough ground or tilting?
second thought would be something loose that when on rough ground vibs more and allows air to suck in, but is not loose enough that on fairly smooth ground it sucks air.
other than those I dont know, and those are just spitballing how I'd start looking
I'd bet the problem is on the low pressure side, otherwise you'ld see a fuel leak on the high pressure side.
