There's a gerotor metering pump in the power steering controller. I don't know where the controller is mounted on your tractor, on mine it is tucked into the frame just ahead of the front axle. You may have damaged it while pulling the tractor out. Do a visual inspection. The controller will be on the front end of the steering shaft. The power steering controller can be disassembled and repaired.

If the rest of your hydraulics work, the main hydraulic pump is fine.
