James, I have had crews use the flail mowers and they perform well. Regardless of the mower, the grass will tend to clump if it is high and especially if it is wet. You might try experimenting with your cutting height. In Hawaii, we kept the airfield grass between 7-14 inches to prevent bird nesting and flocking, mowing every 2-3 weeks. We didn't get the clumping and it kept the weeds from germinating. Good luck.
