Hey Randy,
Depending on which pump u have, it could be the fly weights on the governer or sticking slide
or a week governer spring or all the above.
U should have it rebuilt before it runs away to destruction.
The nut with the cover on it is either the idle speed adjustment or the rack travel adjustment.
The rack travel adjustment limits the amount of travel
the governer is allowed to pull the rack under load.
If it is allowed to pull the rack too far then you will get a lot of black smoke under hard pull. That nut should be adjusted so that when the engine is under
heavy load you should only get a small amount of black smoke.
Some people think lots of black smoke means lots of power. Wrong.
It means too much fuel at that r.p.m. and a "drop" in power.
