My 425 belt gets thrown once in a while, but hasn't needed replacement. I leave off the covers, so re-installing is a pain, but quick.
I once ran a Bolens 18HP with a belt drive and replaced it four or five times with a standard belt (Bolens wanted $49) before learning that the factory belts were Kevlar reinforced. Sprung for the $49 and stopped replacing it.
I work a lot with industrial gearbelt drives and know there's a 2:1 difference between the ratings of the standard and the best grades. Looking at the robustness of the JD belt, my gut feel is that $69 is a reasonable price.
