It could be the seat plug as that is one of the fail safe features on the tractor, but if it is connected it should crank but not start even when not seated on tractor...
A quick way to bypass everything and see if your solenoid and start are working is to cross the posts of the starter post with a long screw driver. Make sure tractor is in neutral and make sure you do not ground the screw driver against the frame while starting it this way... You should be able to not only crank the engine this way, but you shoule be able to start it as well...
