i work at a toro dealership and understand your frustration. Your dealer has not done his duty to put the customer first. One thing you must understand is that these "bad gas" problems are everywhere. I bet 85% of anything that comes in my shop is a fuel related problem. I save the gas to show the customer. Your problem is not a bad gas problem but it is possible to have rust or dirt in it even though you are using plastic cans. I have seen it in my shop. I have fueled up a brand new machine with fresh gas only to have to drain it out because it wouldn't start. Had water in it right from the pump at a very busy gas station! As far as suing the dealer you are just one of the millions of people who are ruining this country by being sue happy! I wish I could sue people for stuff that has happened to me over the years but that's ridiculous. I do hope your problem is fixed. if not, get rid of that green thing and get a toro.
