Scotts Lawn Tractor Stalls when Engaged

My Scotts 2048 Lawn Tractor, manufactured by John Deere, starts just fine, but stalls immediately when the brake is released or the PTO for the mower deck is engaged. It's acting as it would if I were not sitting in the seat and the kill switch kicks in.

Has anyone had this problem or have any suggestions on fixing it?
