I HAD similiar problems with my 318 but i had some laeking of hydralic fluid under the tractor.
at the bottem of the steering column there is a hydralic pump or gear box (if you will) that i had to have rebuilt i was able to remove the steering column my self with the help of some crows feet wrenches for the tight fit. and the cost of the rebiuld was about $140
look for some leaking fluid from under the steering column ( a tell tail that it needs a rebiuld)
I didn't attempt to rebiuld it my self because of all the seals that were reqiured for replacement
and i wanted the warrenty assurance from the dealer. but the remove and replace went fairly smooth and it was quit fun to see how easily the JD came apart and went back together.
