I had a similiar problem with my 1989 STX 38 yellow deck. I found the problem to be a collection of sediment at the fuel shut-off valve between the gas tank and the valve. Filter was clean. I changed the position of compenents in the line to - tank, filter, shut off valve then carb. Mine may have been assembled incorrectly with the shut off before the filter when I bought it.
