DN24 - A common problem that's easy to fix is the air gap getting too wide, and the clutch is then unable to engage. Since your tractor has a vertical shaft engine, you'll have to pull the mower deck, since the clutch is under the tractor.
There should be three (or possibly four) spring loaded nuts around the perimeter of the clutch. Along side each nut is a slot. Slip a 0.018" to 0.020" feeler gage into one of the slots. Adjust the adjacent nut until a slight drag is felt. Repeat at each remaining nut, then do each one twice more. (Adjusting one nut, affects the others. That's why you need to go around several times to "fine tune" the adjustment.)
If that does not resolve the problem, then you may have a defective PTO switch, bad coil on the clutch, or as you have indicated, a blown fuse. Not familiar with the electrics on your unit, so I can't say where the fuse would be. Good luck - Dave
