318 hydraulic problem with 54 blade

Gave my son my used (like new condition) 54 inch blade to plow snow, etc. It angled and lifted fine on my 318 but will only lift on his. The inner most lever which controls the angling of the blade on his 318 will move only about 1/2 inch forward or backwards on his 318, thus will not angle the blade. Any ideas as to what is wrong? The front hydraulics were never used on his 318. The tractor was only used for mowing. Thanks, Godfrey
