When you say the rad is full of water, do you have antifreeze mixed with the water? Antifreeze helps in cooling as well as preventing freezing. The other thing I'm wondering is if your rad hoses are the originals. I've seen old hoses collapse under the suction of the water pump preventing proper coolant circulation. I am assuming that the rad is clean outside and not caked with dirt, dust, pollen/seeds, etc.?
