Dave, that is supposed to be a welch plug, that hole is supposed to be plugged with something that looks like a freeze plug. Mine has one, and some orange glue looking stuff around it too. I suspected leakage and put epoxy around it. If you can find something that fills the hole, leaving enough for epoxy, that is the trick. Make sure you put it on its side 'til the glue sets, make sure also that none leaks into the hole.
That plug is covering a hole that was used to drill another inside.
