JD 265 carb problems

I’ve been able to find help for all of my problems thus far by reading previous posts, everyone is very helpful, but I can’t find anything for my current problem. I have a JD 265 that’s been sitting for 5+ years. I got it running by cleaning the carb and replacing the fuel filter and plug. I noticed that when I took the carb apart there was an o ring on the screw that holds the bowl to the carb – it screws in from underneath. The old o ring was dried out and broke so I got it running without it. It starts and idles nicely; however at higher throttle positions it surges and runs rich. I tried replacing the o ring but the tractor will not run with it in place. It starts with some starting fluid but will not run. I’m at a loss because I know the o ring is necessary but it will not run with it in place. Any ideas? Thanks for any assistance. The local tractor shop isn’t very helpful, they get easily annoyed when they get questions from do-it-yourselfers.
