LX172 Mower blades not engaging

I have an LX172.
When I engage the mower switch, nothing happens.
I've replaced the switch to no avail.
I can see the belt in the center of the tractor turning
what looks like a clutch. The mower belts can be turned
by hand. I'm at somewhat of a disadvantage since I'm not
even sure how it works. Anyway, any suggestions would be
much appreciated.
