If the hour meter is accurate, you are looking at a low hour tractor considering it is 18 years old. Depending on condition, it could be worth around $2000 or more. Figure a low of $1500 for a tractor with some rust, a few dents, but still in good running condition including a tiller in the same condition. If the tiller tines are not too worn and there is minimal rust, and the tractor has no rust or damage and no leaks and the front PTO for the mower works and the rear PTO for the tiller works and the tiller raises and lowers, $25oo would be a good price, maybe more. To break it down, the tiller in good condition generally sells on Ebay for around $300-500. The rear PTO drive components (which were optional equip. on the 318) sell for $150-350 and the mower deck is another $250-350. The 318 is a legendary machine. Check out the thickness of the frame and the size of the drive shaft from the motor to the rear hydro. Some pickup trucks are not built that strong. None of the common garden tractors of today can match it in strength. I own two 316s and I consider the motor to be a wear item that might have to be replaced every 2000 hours or so as the rest of the tractor will just keep going on and on.
