I use Kroil penetrating oil, and LOTS of it. I'll spray it down and let it soak for a day, spray again, and then spray some more while I'm working it back and forth. I don't think it is possible to use too much. Sometimes a prayer and a sacrifice to the tractor deity of your choice is also needed :D
