185 needs jump to start, will not start after you turn it off.

i have a john deere 185 that will not start without a boost from my charger. I checked all wiring and cleaned contacts, bought a new battery, and an expensive voltage regulator. I still have the same problem. Once i shut it off it wont turn over. Any help would be greatly appreciated.
