I thought I had the same trouble. I could feeling it trying to grind while engaging PTO. It has a two stage clutch. Push as hard as you can on the clutch and it will travel past the edge of the footrest. I have long legs and I had to reposiion my butt on the seat to push harder, but it will work. Now you will be able to engage the PTO while it is running. This is so you can stop the tractor movement without stopping the mower if you want to use a lower gear for heavier grass then speed up after the heavy stuff. Hope this helps!
