I thought of a few more things. Is the cooling fan belt driven? Is the belt tight and in good condition? If the belt is slipping, the fan is slowed down reducing it's ability to cool. Is the fan intact and not missing blades? Is the area in front of the radiator clear to allow air to freely flow through? The engine area is clean of grass clippings and leaves to allow air to flow? If your tractor has a screen underneath attached to the bottom of the frame, (under the engine to keep crud out) is it clean?
