I'd be wary of believing 200 hours on a soon to be 20 year old machine. Works out to 2 hours per year. Maybe it was stored away and sat unused for a long period of time, maybe not. You are right that 85 lbs. is low, but was it checked just by using the starter motor? If the motor is not spun fast enough to disengage the compression release, that would account for the low numbers. What does the rest of the tractor look like? Especially the mower deck where use and abuse really shows up? With such low hours, every thing should be straight, with little rust, and in good condition.
