I, too, took my carburetor apart for cleaning. Adjusting the governor using the set screw on the shaft isn't easy. It took me several tries, but I got it. The trick is to start from one extreme or the other (clockwise or counterclockwise) and log any changes you make. It is very difficult to stop the motor from oscillating under no-load condition so check your settings with the blades engaged. I still get a little oscillation at low to mid rpm under no load, but as long as the PTO for the mower deck is engaged it runs perfectly.
