Mike I don't know if this will help you or not but I had a carburetor off a 318 I was cleaning up and took it in to the shop to get the felt washer that seals up the throttle shaft.The mechanic told me I should remove that plug to clean the carburetor better.He said to drill a small hole in it and pop it out with a awl.He called it a (welch plug) and said he had the plugs and a tool to reinstall them.I didn't do it because I didn't think I needed to clean the carburetor that good so I didn't see it done,but that sounds like that might be your problem the plug come out.Do some checking at your local lawnmower shops,then might have the plug.
