I never would have guessed that a short block would cost more than a new motor. And I never would have guessed that the 17 HP Kawasaki would be over a $1000. I remember when bread was only... never mind. Well, you can't replace your 185 with anything similar for $1050, that will only get you a bottom of the line MTD or Murray. If the rest of the tractor is solid and been well maintained, I'd go for a new motor. Heck I put a motor in a '91 Olds with 214,000 on the odometer because the car has had the oil, transmission fluid, anti freeze all changed regularly like religion. I'll soon be hitting 300,000 on a car I bought from a co-worker for $400 five years ago. My machines are not all pretty on the outside, but they get the best internal maintenance I can give them. With a new motor, you could easily get another 10 years out of it.
