John Deere 112 variable speed problems

I just got a JD112 serial number over 250K. I love it.Have changed some belts and springs on the mower deck. My problem is with the variable speed. The clutch will only come up half way when running. If I pull on it it will speed up, but then will eventually slow down either from turns or going up hills. I have replaced the drive belt to the axil and spring. I think I have to adjust the variable lever, but not sure how. Thanks
