Mike - Is it the speed of the tractor's travel up hill, or the RPM of the engine that slows? I suspect it is the travel speed of the tractor. There is an adjustment you can make to resolve the problem. What happens is the hydrostatic control lever graduates toward the neutral position. While doing so, the tractor's travel speed slows to a stop.
To adjust:
1. Remove the right hand pedestal panel.
2. Tighten the the lock nut on the friction disks.
3. Replace the pedestal panel.
Just make sure not to over-tighten the lock nut. Otherwise, excessive force will be required to move the lever.
