Jason,
I just finished putting my tiller on and had problems too. I tried to put the belt from the flywheel onto the smaller pulley on the interchange. The belt should go from the inner pully on the flywheel to the larger pulley on the interchange which should be facing toward the left frame rail. I even had the manual out and got it wrong.
