that type of hydro release lever pushes in on a pin sticking out of the front of the hydrostat unit under the seat deck. If you havent used it before, my guess is that the pin is stuck in. try removing the seatdeck and you can see the pin I am talking about. try to pull it towards the front of the mower and see if that fixes your problem.
