I have the same problem. Im my case the tractor sat for 12 years with the steering shaft cover off and the rain blowing in. After changing the hydraulic oil five times along with cleaning the screen and replacing the filter it will work fine for a while and then the 3-point will start to chatter and then quit. The steering will also come and go. Finally the pto is slipping terribly and that is actually why I am on here looking for an answer.
