disconnect the pto from the deck, engage the pto drive to confirm the problem mode.--Is it tractor or mower deck. I would suspect the problem to be in the gearbox of the mower. with the drive shaft disconnected from the tractor, rotate the gearbox input (listen/feel for gear obstructions as you rotate the drive. If necessary the blade drive belt could be removed to be sure the noises and hesitations are isolated in the gearbox. The gearbox bearing and seals can be changed for just over $100 in parts by a good mechanic. Use a bearing distributator company ie (motion industries) they are cheaper than JD and are giving you the same brand of bearing as orginally installed. A new gearbox is about $550. Good luck
